Moratorium policy

Mr Kamei(candidate for the Ministry of finance)said that Moratorium policy is necessary for small and medium size business.I think this idea is good and interesting.Because this policy dose not need much money but it's effective for Japanese economy.Many Banks spend much time and man-hour to revolving loans.If this policy start,Banks need to change their business model from loan to fee-business.
