Bar examination result

The new bar examination' result was announced yesterday. Fewer people has passed the exam. It is very ambiguous how many people are expected to passed per year. The government was announced "3000person is going to passed the exam in 2010" about 8years ago. But 2074 is real result.Where the bar exam is going for?
