DBJ's challenge

According to IR, Development Bank of Japan has signed business and capital agreement with PARCO,Japanese famous fashion-retailer. I think that this type of agreement is brandnew because in the past Japanese governmental Bank is only loan-supplier or capital supporter ,not business supporter. This agreement may raise argument about the governmental sector's role. But nowadays we should do everything able to activate Japan and Japanese.
